Welcome! Newly recruited unit to our Civil Protection Force! This is your general guide to include some things that you will not learn in training! Let's begin.

Lesson 1. Superiors.

Combine Dispatcher!

The Combine Dispatcher is a robotic automated system that everytime something goes wrong, such as a miscount, she detects it.

An example; Miscount.

Attention residents: miscount detected in your block. Cooperation with your local Civil Protection will result in full ration reward.

Lesson 2. Civil Protection/Overwatch Dispatcher.

Previously mentioned. The Dispatcher is automated, but can be controlled by DvL+ Aswell as Overwatch units. Since she's an AI, she's also developed a temper. Make her mad and it's straight to- Nevermind. The only real units she cannot command are the City Administrator, Overlord and "Off-world Units" //Beta combine enemies.
