Citizens.
Citizen rations are foods in laminate vacuum pouches. They have a one use, one-way, plastic air restrictor to suck most of the air out from the ration packets. The CWU develops and mass produces the foods, which is problematic because the Workers Union isn't experienced in developing food. The food is pasteurized and considered clean. It has some fortification, and is also processed. The ration sees very little improvement, as citizen complaints are often rare to find and often ignored. The foods that these packets hold usually lack in calories, nutrients, fat, fiber and protein content. Certain meals with specific ingredients still retain their natural essentials. These essentials are regulated, as items with high nutritional contents are usually cut down in quantity or partially made with artificial, less nutritional substitutes. These meals lack consistency, taste and quantity. They also notably have a much less meat and protein content than Civil Protection rations. Other than food, they also contain a small napkin and a plastic spoon. All items are cut down into small pieces, so that they spoon may be usable for all items. All rations are given warm and edible when pulled from the dispenser, but citizens may cook their meals with stoves and heating appliances in their apartments and homes. The rations generally have about 720 - 750 calories worth of food, and are given twice a day with an amount of tokens. Though they have little essentials, they also a mininum amount to prevent most malnurishment diseases. These rations can last about a year without refridgeration and four with refridgeration.

Civil Union Workers get two ration packets per ration dispension, these are also changed in order to provide workers with enough, but not too much food. The two packets add up to about 850 - 900 calories worth and are a short improvement to near MPF-class food, though unfortunately contain the same bland menus as the citizens. The meals provide nearly all of the nutritional needs. There is an improvement for fat and protein, but they are still lacking.
Sample menus:

Entrees: Grilled chicken slices, oatmeal, red beans and rice, lima beans and rice, peas in tomato Sauce, beans and potatoes, tomato soup, potato soup, lentil soup, ramen noodles, salad, meatloaf, grilled fish, beef ravioli.

Sides: Beans, Limited Assortment of Fruits, Limited Assortment of vegetables, crackers.

Wheat: Small slice of baguette or white bread.

Drinks: Regular breens water.

Deserts: Small piece of chocolate, small pieces of fruit flavored candy.

Seasonings: Small bag of salt and pepper. (Randomized.)

The Breen's Water
Everyone thinks that Breen's water has this memory erasing ability that wipes citizens clean of short-term memories. This is partially true, but only temporary. It would be HORRIFICALLY terrifying and chaotic if such a thing were to actually exist. Social society would be stupid as hell. Consider the long term effects. What if someone drank a Breens water... Mabye he was considering about joining Civil Protection? Because of the water, the Universal Union has lost a potential volunteer. Mabye he put his clothing into the dryer, drank water, and forgot about his clothing? He'd have to be bought new ones, all with UU resources.

So, Breen's Water simply just keeps your thoughts off memories at hand for a maximum of 5 minutes. You just might not realize things sooner, and you would probably have this strange "am I forgetting something?" feeling. With enough concentration and strain, you can get back into the thoughts and memories in a minute.

The reason Breen's Water actually has this strange ability is because UU developed enzymes are in the water, making digestion easier if meals were to not have enough dietary fiber. These enzymes break down the food, so that the digestive system can do the rest of the work easier. Breen's Water also contains a small amount of tasteless vitamins and minerals, another part of the water that helps compensate for the citizen ration's slight lack of vitamins and minerals.

Smooth and Special Breens Water are similar, but have their differences over regular Breen's Water. Smooth Breen's Water has a "smoother" and thicker texture, as the name implies. This is because the water is filled with even more vitamins and more minerals. The enzymes do not change. Some say that the water also has a slight citrus taste. Special Breen's Water contains caffeine, sugar, more vitamins, and more minerals. It expands on the slight citrus taste of Smooth Breen's Water to nearly the equivilent of orange/fruit flavored fruit juice from concentrate. (If you ever tried HI-C Orange Lavaburst, it's sort of like that.)Tasty, but expensive. Special Breen's Water is more easily identified because it's "smoother" consistency and murkiness. The enzymes in Special Breen's water are well...special. They don't give any sort of memory diffulties and they're just as effective as regular and Smooth Breen's Water. None of these are illegal, however overselling Special Breen's Water is highly discouraged. (Usually one or two per person per visit.)
