Mugging
I don't think that anyone in the Resistance or just a Rebel should be
mugging Citizens, I wouldn't even suggest mugging a Loyalist. You should
only mug someone (including units) only when you need the supplies. You
don't want to be known, because being a known rebel makes you look like
a [i]lulwebul[i/] mainly because someone would probably be scared of being
known by MetroPoliceUnits.

Being Covert
Any smart Rebel wouldn't want to be known, mainly because if you are
you would be either Malignant or people would know your face. So avoid
getting caught, don't spread the word that you are a Rebel to random
friends and citizens.
